The 99-acre site had several difficult constraints as IRWD is actively working towards creating protected habitat. This status, coupled with the terrain of the site, meant that tractors and heavy ground machinery could not enter the site. High fire risks also prohibited the use of power tools or cutting torches. Finally, the team had less than one month to finish the cleanup before the bird nesting season began in February. These factors left a very small window for a massive job.

Crews could not cut or dismantle the debris onsite. Consequently, every item had to be flown out in its original form. Some individual loads weighed nearly 5,000 pounds.
